It is my understanding that a construction lien clouds the title to the property and never expires. So if your friend wants to refinance, this will have to be cleared off first. Likewise, if, in twenty years, your friend wants to sell her house.
We had a bogus lien filed on our property by a shady contractor we had worked with and had to have our attorney get involved in order to get it removed.
