The warrant has to be issued before the SOL runs out - if you wrote the check in 1999 you have 7 years from the date (depending on the state) and they can have a warrant issued. The warrant will not show up on a criminal history check (normally isnt entered into the NCIC until conviction). However, IF a warrant has been issued for you and you are stopped by a law enforcement officer (for any reason - speeding, etc) and he runs a want/warrant check - which is routine - chances are you will spend the night in jail. Best thing to do is to contact the victim (whoever you wrote the checks to) and ask them if you have a returned check - they just want their money. In some cases, even if they did have a warrant issued, they will agree to dismiss it if you pay the amount due plus a returned check fee and court costs that they paid to have the warrant issued.
