Out of USA Credit Card Problem

Hi! Newbie here. Got a question about a Credit Card issued out of USA but have used it here to buy a car. Now, that debt actually amounted to $10,000 + interests of 2 yrs.

Can that bank w/c issued the CC report the bad debt here in one's credit report?

Does anybody know how far can the creditor(based outside USA) go after the debtor now living in US?

Any help is much appreciated. Thanks!
