Unless it is from a Country we do not have diplomatic relations with,it is covered under International reciprical banking agreements. As I remember, it is exempt from FCDPA and FCRA and the reciprocating service in the U.S. is allowed to collect all fees and legal expenses plus interest for the costs of transfering the debt to the U.S,
