A friend of mine was sued in 1992 for debt owed to a vendor. Payments were made on the amount owed and then stopped due to unemployment. Court hearing to relinquish any amount of tax refunds happened 1998. No refunds from taxes happened then or since. Now, they are trying to subpoena my friend. Is the SOL up? What can be done besides paying the thousands of dollars debt which he doesn't have?
