I imagine that the credit report is only part of the information they collect in order to qualify a person for receiving help. In order to dispense charity, they have to root out possible fraud, and checking credit would be a very useful tool.

I think it is better to go along with this, than to jeopardize the charity program they offer. When it comes to fraud, people will surprise the heck out of you - it happens more often than you imagine.

If they comply with the FCRA and state disclosure laws, then I think they are being reasonable. And it's great that they offer people a way to deal with these huge debts. My Mom just got her hospital bill - over $14,000 so far, and the doctors haven't even billed her yet - this is just the hospital. They did manage to stick in occupational therapy and physical therapy which she did not receive. They're about to get a letter. They shouldn't do that - Medicare doesn't like it.
