Actually they can't. But since they usually don't really send any proof, it doesn't make any difference. What they usually send is a computer printout of a portion of the account history, if they have anything at all from the original creditor. If they don't really have anything, they send some idiotic request for you to supply them with information, trying to trick you into validating the debt for them.
