Gulfstate: Comment & Question

I just wanted to say that I have sent a certified letter and Gulfstate accepted it, I just sent a second attempt to validate and they are still calling even though the debt is disputed. I told the lady who happened to catch me at home that the debt is disputed, she told me it is not their job to prove the debt is mine, it is my job to prove it isn't and that by them telling me the telephone number on record (Pacific Bell) is validation of the debt...that isn't correct right?
