Please Help! My checking account has been restrained!

Please help! Back in 1991 I had a judgement against me. I never paid it. Sometimes last year a collection agency started calling me. I ignored all their calls and mails. Today, I tried to make a deposit into my checking, and I was told that my acount has been blocked because of a restraining order. My first question is: How was this collection agency able to put a restrain on my checking account? Since the judgement went back to 10 years ago, wasn't the status of limitation over? What are my options now? I cannot live without a checking. I am trying to open an account in another bank. Will they find out? If yes, how? Regards.
