Some CA's refuse certified/ret.rec. mail - just more proof for you. How would they know a C & D is being sent - it may be a payment for all they know? I wouldn't fax them squat unless it is from one with a different number than your own (like one of those office centers). You may be able to file a complaint against them to the effect that they refused to accept delivery of cert. mail. Some are doing this thinking they are protecting themselves - right? Just goes to show you how ignorant they are. You can also send by UPS or FEDEX which documents delivery (more expensive however). As far as calling your relatives - they cannot do that - read FCRA.
