Does Calif. State Law override Federal Law?

I recently had a CA post 4 delinquencies with the CRA's for charge-offs that happened in 1997. I thought that this was against the FDCRA but was told that in California there is a loop hole that allows any CA to post a debt that they buy, no matter how old.

Isn't this in effect, double reporting?
Does anyone know if this is true that this can be done in the State of California?

I am trying hard to clean everything up but this has just set me back again. I know that I am past the SOL for a lawsuit but I still have 2 more years until they are removed from my report. After that two years, can they still report the debt if they buy it?

I thought the FDCRA took precedence.
