The law states that Federal Laws apply except when the State laws give a HIGHER degree of consumer protection. There is NO provision for a "California" law (that probably doesn't even exist) to override the 7 year protection of The Fair Credit Reporting Act. Whoever told you this is at best mistaken, or more probably trying to get $$ from you for "credit repair".
