If you haven't already sent a validation letter to the collection agencies involved, then yes, send it now. Certified, return receipt, or use the new USPS delivery verification system (no signature required).

Wait the 30 days for the CA's to reply, and wait for the state AG's to respond.

It takes patience and persistence.
