credit report tax lein?

A credit report showed a tax lein on it for Hamilton county ,Ohio...In 1989 I lived in Kentucky but worked in Ohio....filed Kentucky state -federal tax...????How do I find out who to talk to ..I tried from Hawaii and was put through to someone who did not know who I wqould speak to ....I sent Ohio copies of my federal/state tax filings in 1991.
