Unfortunately a billing statement is more of a courtesy than a requirement. The argument would be "you knew you have a payment due whether or not you got a statement." I would think most credit card companies (at least decent ones) would accept your reason anyway. I would pay the whatever is due know and dispute the 30 late with the CRA in the future.
