He knows good and well where I am. My outgoing message on my answering machine has my first name on it; plus, I haven't moved since I got the account he was hired to collect on. Same address, same phone number.

So if he knows where I am but is just irritated I won't call him back (which is exactly what's going on), is he permitted to contact my neighbors?
