Capital One: a CA??

Does Capital One have a CA business as well? I had a credit card that was charged off in 1993. Last year, I got a pre-approved offer from Capital One. Upon reading fine print I saw that they were offering to transfer the balance from the charge-off to the new account. So, if I elected to take their card, I would have started off with the charge-off balance. I thought it was nifty. I, of course, ripped it into shreds and recycled the paper. They could have demanded payment from me. It was past SOL. So, I guess they thought lets fine print him into paying the charge-off.
