I believe they are registered and licensed in Wash. as a "foreign" CA. In any event, since Wash. has a 3 year SOL, a Cease and Desist and notice to them that they are in violation of the FDCPA for threatening legal action they are not able to carry out,with copies to your State AG's office,(Check the site for complaint address)should take care ofyour problems.
