Unless I am mistaken, this falls under the same rules as high interest rates. A few years ago, a credit card co. was sued by a consumer for higher rates than his state allowed. The US Supreme courts stated that since the Credit card company was in Delaware, there rates are unlimited and the consumer had to follow the rules of the creditor state.

On the other hand, call your attorney Gernerals of Az. Tell them of your situation, they would be better at helping you with how creditors can deal with Az citizens.

Some states, some credit cards are considered secured in certain cases, collectors will often call our clients and threaten based on some other states law where they are. These laws do not, apply to Texans.
