collection accounts -- how to improve my credit rating -- please help!

I just spoke with a collection agency today about a hospital bill that I *supposedly* incurred in 07/97 (i was insured for it but no one can find the paperwork for it). The CA told me that if I paid off the amount it would DRASTICALLY improve my credit rating (I need to improve my credit to get a credit card and get an apartment). Are they telling me the truth? Will it improve my credit rating in the next 60 days? What are my options at this point? Thanks so much guys, I am about to cry :( Take care,
