Outstanding debt bought by Gulf State Credit Collections

Hello,

Some years ago, I neglected to pay a phone bill and it resulted in phone service being cancelled. A few years later, a friend agreed to set up phone service under her name so that I wouldn't go without a phone.
Since then, I've been faithfully paying the phone every month and have never fallen behind. This past winter marked the seventh year of the original debt and it dropped off my credit report. I then called the phone company and requested service under my name, which was given. I seem to be in good standing with them, despite my "past." However, Gulf State bought the debt some time back and they keep billing me. They have offered to let me pay the debt at 70% of the original amount, which represents a savings for me. My question is: should I go for their offer? The debt has fallen off my credit report. However, I am concerned about two things: 1) That Gulf State may find out I have phone service again under my name and alert the phone company as to my past debt, which might result in the phone service getting cut off again; and 2) I'd like to finally get this off my back. Can one pay with a credit card? Also, can I trust Gulf State to actually accept payment for 70% of the original debt and consider it paid off, as they say? I don't have their bill anymore, so would calling them be a good option?

Thank you so much for any advice you can give me.

By the way, I became disabled/unemployed and this is why I got into so much financial trouble.
