HELP HELP Advice needed

I ran my Experian and a collection popped up from Pacific Credit Exchange in Encino,CA as a "could not locate" collection . This item first appeared on my credit 10 years ago and has since been removed after 7 years. They have now put it back on my file 3 years later as a open date of 02/02.2002. Its only for 800.00, but im not going to pay this.They never filed a judgement either. Can they legally do this??? What should I do. thank you
