If you have opted out from unsolicited inquiries you can send a letter to them advising them that they are in violation of the FCRA as they have no legitimate purpose for their inquiry. If you have NOT opted out-anyone can make an inquiry. They are probably getting ready to offer you a "new"account with your "old" ch.7 bk debt included,illegal up to 6 years after discharge, legal now if someone is dumb enough to fall for it.
