SOL for open ended credit/GULF

Could someone please advise me on the SOL for open ended credit card accounts for NY and PA. On one site I saw it noted as 4 years and on the other I saw 6 years. I also noted that Gulf State is on my credit report and started to show me delinquent as of this past October to current but I have not had any type of credit since prior to 1998, how can they do this?
