GI overpayment, who are these people?

My husband had an entry on his credit report that I have some questions about. This is the history. He went to school about 10 years ago. He took out some loans on his GI bill. We are now paying those off to the college foundation. We got several letters from this place saying they were the gov. and that we owed them 800 dollars for overpayment on his school loans (he dropped out). When he called them and said that he had all his loans through the college foundation, and that he could not owe them this money, they said they would investigate it and to not worry about it for now. (how odd) so he through it in the trash. Then is shows up on his credit report. I don't get it. Any suggestions? I find the whole thing very strange. Darry30
