Question regarding Verification/Validation letter

I have read all the post on this board, especially about Gulf State (I too have disputes with them) My question is, for Gulf State, do I : 1. dispute with Credit Bureau first and wait to see if removed since cannot be validated
or
2. skip bureau and send Gulf state a Validation letter then a cease and assist. (Gulf state has never contacted me) If the answer is 2, Do I send letter to credit Bureau 30 days after cease and assist? ANd if so what do I say?? Thank you for all your help here. This site is wonderful!!!!
