There are international agreements called "comity" that allow banks to trade with each other and honor each other's obligations and interests. Actually speaking, it is much easier to locate someone in a foreign country (who has traveled abroad) than in the U.S. since they have no "privacy" laws and routinely check citizen's id and "papers" In addition, since there are no restrictions on debt collection activities, the debt collection (of returning citizens owing US debt) is a growth industry.
