SCAN put an invalid hold on my drivers license

Some lady bounced a check at a retailer which some how got my license number on it. The retailer sent it to collections which had SCAN put a hold on my license so I couldn't write checks. It has taken me days to straigthen this out due to the fact that when you call these places, and you don't fit the mold of the regular call, they don't know what to do. They promised to clear it by yesterday, when I called today to check, I was in limbo because they realized I shouldn't be in their system, but they didn't know what to do about it.
They say I will be out of SCAN db tonight and two full business days before I'm cleared from retailers.
Does anyone know if they are supposed to validate info?
Was this legal to do to me?
