bank won't open an account due to chexsystem report..

I recently started a new business.Went to a hometown bank,Liberty Savings, where they asked for drivers license and ss#. They called Chexsystem for a credit verification and then promptly told me I couldn't OPEN a new checking account for the business.?? Hello, I thought... I have good credit according to credit history and early payoffs on all credit cards. I am amazed that you can't OPEN a checking account based on a credit report. I really would like to know what it is that holds this authority. I was told that the denial based info. stated that all things were marked paid, so what gives???
