Writing Settlement Offer letter- Help!

Hi all,
I need help on what type of Settlement in full letter to send. What should I offer, 35 cents on the dollar amount listed?
I do actually owe the debt-they have proved it, it became payable on 7/9/96, the total now due is 932.47 (599.00 principal 333.47 interest). They have been assigned the debt and receive 50% of what they collect.
Any and all help would be greatly appreciated.
