Unless it is a BIG debt (over $20,000. or so) they are not going to try to prove you fraudulently evaded service. You obviously did not, as you didn't change your name or get a different ss #. So you are well past any time for any lawsuit, and if you have any bills or other proof that your default occurred in 1996,then you can have it remove from your CRA reports with a simple "over-age" removal letter. I would first send a dispute and validation letter to whoever has contacted you,use the form that claims id fraud and says "this is not a refusal to pay".
