SOL v. 7-year + delinquency date

I'm flumoxed here.
I understand the state's SOL may be reset, particulary with a promise to pay or an actual payment made against the account.
What I cannot get a definitive yes or no on is this:
Can a collection agency, for any reason, use a date other than the actual delinquency date (180 day rule) for reproting to the CRAs? ex: credit card, charged-off in 1995 or 1996, sold to a CA, a payment was made in 1998, CA reports as a separate account to CRAs, making the date of last activity 1998.
Do they or do they not have to abide by the original creditor's delinquency date in listing this account?
