CRA told me they don't have to investigate inquiries

I contacted a CRA about a few inquiries that I did not authorize and are not any of my current or past debts. They sent me a letter stating they don't have to investigate the inquiries because they are permissable purpose. It was TransUnion I contacted. Is this true? What can I do if anything?
