: I haven't tried NetSpend. It appears to be only available from convenience stores in the Austin, Texas area.

: American Express has a similar product, available at 7-11 stores. I think that card can be reloaded by going in and paying more cash.

: The general idea is good, and could be useful for people who don't have regular credit or debit cards, as well as for people who are very concerned about security. Even if the number were ever stolen, the loss would be limited to the amount on the card.

: There are a number of different companies offering prepaid Visa or MasterCard cards which can be used with ATMs or merchants that accept regualar credit cards. Some of these can be reloaded from a checking account online. There are also a few smaller systems where the cards only work with a limited number of online merchants.
