the seven year itch

Since the FCRA did not come into effect until 1997, does that mean that a creditor can report any debt I accrued forever on my report? Let's just assume I have made no payment arrangements or payments on an account that went default in 1992. It is currently off my credit report, but could someone actually add it back for seven years? What was the law for the older debts?
