Parking tickets

I have a few parking tickets, a couple of which are on my credit report.

I live in Washington State and the tickets were in Seattle.

I was told by the collection agency that the tickets are considered "Judgements" (I am given "summons" when the ticket is put on my car). I never was taken to court over the tickets, I failed to respond and the collection agency has them now. It has been over 7 years since a letter of delinquency was sent from the Municipal Court and over 7 years since the collection agency took over the debts (OSI).

According to the CA, Washington has a 10 year time frame and they are "renewable." This is confirmed on this website.

I am hoping to find out whether these are truly considered "Judgements" or whether OSI has lied to me once again.

Is this a question for someone (attorney?) familiar with Washington laws?
