Premier West Bank in charge of collecting on past due invoices?

Check this out...
Premier West sends my company a letter stating they are in charge of collecting the receivables for Company ABC,(outstanding invoices) After the paragraph that states this is an attempt to collect, blah blah, they write "only your prompt payment will prevent any legal action on our part." So since they are a bank are they allowed to write this if they are 'in charge of collecting'? Is this the same as assigned to a collection agency?
