What should I do about Charge-Offs??

I need help! I have two charge-offs on my credit report from 1998. One is for Citibank and one is for Capital One. The problem is the Citibank charge-off was then given to "Pin Cred Serv" AND "The Bureaus", so it is on there three times! They are both listed as open collection accounts! And the placement date for "The Bureaus" is 2001. My questions are:
When will these be removed from my credit report, the date they were charged-off or does it go by the latest date given by the Collection Agencies?
Capital One contacted me today, after 4 years, and wants to set up a payment plan and possibly a settlement. However, I do not want to re-age the account and create a "paid settlement" that will be from 2002. Would a payment plan improve my credit or make it worse? Thanks for the help!
