Daycare center charging late fees for 2 years then sent it out

This one has got me quite irritated not to mention stumped, in 1997 my son attended a daycare center, he was there 2 weeks when i found out other kids were watching other kids. I decided for obvious safety reasons to remove my son from this center, at that time my balance was $75.00 for the week, which i may add he did not attend the full week. I sent a letter to the center advising them of the reasons my son was removed and at the time i felt i did not owe the $75.00 however, no response from them for 2 years when I learned from a standard collection notice this center turned me over to them, stating i now owe a total of $856.00 late fees for 2 years. I sent a cease and desist letter to the agency they verified with some invoice of the balance along with a policies and procedure form i signed, no where does it indicate charging late fees until the account is paid. I involved the consumer affairs dept of course no luck, I sent a formal complaint to the BBB,havent heard yet. I offered to settle with removal from the center sure they will settle for $500.00 NO DEAL. DLA is 3/98 SOL is 4 years here in Florida, my hands feel tied.
