In that case, I would dispute the charge. If you want to go to the trouble. It's lind of "one of those things" - usually not worth the trouble. It was most like done routinely, by someone who wasn't aware of the circumstances.

This would be a good case for a Planet Feedback public letter - I am assuming it was a major car rental company. They might react to some bad publicity.
