YOu have been scammed by a telemarketer. Write Dillard's a certified return receipt letter telling them you were tricked by the telemarketer, and you were not aware you were applying for a card. Tell them to void the entire account and get it and the inquiry off your credit report within 30 days or you will take your complaint to your state's AG as well as file a complaint with the FTC.

The telemarketer's are 3rd party contractors. They are required to record the reading of the "disclosure" which clearly states that you understand what is going on, and should have you voice agreeing to the terms. Chances are there is no recording.
