It means this collection agency is illegally re-aging the account in order to keep it on your credit report for 7 more years.

There are a couple of ways to attack it. I would dispute it with the credit bureau as out of date. Chences are it is past the SOL - if so - send copies of any proof you have, like old bills, old credit reports, etc.

Second is to send this CA a validation letter, and advise them that they are illegally re-aging the account, give them xx number of days to remove it from your reports. Don't send THEM anything.

If this is past the SOL it doesn't matter whether they can prove the debt is yours, so validation is not the issue, the date the account went delinquent is the issue.
