Fraud with my SS#

I have a question and was wondering if I could get some advice. Just this past week I had my credit checked for a car and to my embarrassment and had no knowledge of it, I found out that in 11/01 a $800.00 electric bill from ComEd was sent to collections. It was not my doing, I have not had any utilities in my name for at least 10 years. I called ComEd and they first asked me if I was married and I said no why? She said well whoever asked to have service under the SS# was a Mr. Smith. She also gave me an address. Unfortanetly the person (my so called father) which I don't have a relationship with and never did is the one who did this. I have no idea how to go about correcting this. ComEd told me to try to contact old landlord for father for proof he lived there and not me. I will try however I don't find it fair that I should have to do anything. ComEd should have never allowed him to get service with my number and also should not have allowed service to continue for 2 and 1/2 years without a payment. I am beyond frustrated and don't know what to do. Any advice would be appreciated so I could get this resolved.
