I think it is a scam, but I will check it out. The key phrases are
"cannot be litigated" that's because it is not a legal action, and " may be enforced as a legal judgment" That means they would still have to file suit against you,and serve you in Florida.Does your credit report show your correct address? How long ago were you FIRST late on this account.
