call VISA at 1-800-847-2311 Per Visa General Rules: Operating Regulations: 5.2.E PROHIBITIONS A merchant must NOT: -Establish a minimum or maximum Transaction amount as a condition for honoring a Visa Card, Electron Card, or Visa Electron Card. MasterCard has the same rule. Linda
