I was not looking to take any action. I was just wondering. I am pretty sure they knew they were talking to my sister, because I had subsequent phone conversations with them trying to get them to mark the account as "paid in full" and not settled as they promised her if she paid this. I never did get that resolved. I actually still have a letter from them saying that this account is paid in full upon clearance of funds from check sent, but my credit report shows it as settled.
