You may be listed at ChexSystems, which is basically a blacklist for banks to check when opening new accounts. If the old account was joint (in both your and your husband's names), then you are probably both listed individually (i.e. applying separately won't help.)

ChexSystems listings for bank account mishandling last for five years, regardless of whether they are paid or not. Many banks will reject you for any negative ChexSystems listing (paid-off or not.)

On the other hand, you may be able to find a somewhat tolorant bank or credit union (perhaps only for a savings account.) Definately pay off the old debt before trying to get a new account, and emphasize to the old bank that you want them to update your ChexSystems listing to show the paid-off status. Wait a couple of months, then order a copy of your ChexSystems report to make sure.
