Paying on the debt will allow a new date of last activity which allows the clock to restart. What state are you in and what state is the CA in. DO NOT Talk to the CA on the phone. That is thier ammunition they use to manipulate you into paying. Communicate only by mail. The statut of limitations is probobly up on this debt once you tell us what state you are in we can go from there.
