Hospital Bill/ Insurance Co. Didn't Pay!

In March 2001 I took my baby to an emergency room. She was covered by an Insurance Company that was soon after placed in liquidation. I received a form to file a claim in their insolvency proceeding. They never paid a dime and now I just received a $1400 bill from the hospital that I cannot afford to pay. What's the best way to handle this? I'd like to straighten it out before they hand it over to a CA. Can I just pay something like $10 a month forever without having them destrpy my credit rating?
