If they refuse, wait until the whole thing is over, and then try disputing the inquiries.

The inquiries punish you, even without a CR entry - they will always be picked up by potential creditors until they are off your reports.

They are probably looking to see if you are paying someone else, obtaining new credit, buying a car or house - indications that they can get all of the money from you instead of payments.
